You ask the wrong question: It might be better to ask how many Countries must provide their population with gas-masks in order to ensure their safety Not many.
However, some Countries provide their population with bomb-proof shelters with air filtration, so that there is no need for wearing an gas-mask, even in case of an attack with chemical wheapons. In Switzerland, for example, is (with some exceptions) mantadory to have such an shelter in every house. The air-filtration-system can be operated either with electricity (if aviable) or with an hand-crank.
When gas attacks were imminent Israelis carried their masks with them. Almost every house in Israel has a bomb shelter, plus there are public shelters everywhere. Sderot, for instance has had to create children's play areas with integrated shelters. In most cases they only have 15 seconds to reach the shelter. I highly doubt that Switzerland has ever had to worry about rockets falling on their civilian population on a daily basis~We Do!
Switzerland introduced these regulations during the second world war. Past then they were afraid of bombs (conventional and chemical) and other attacks due to the difficult political situation in Europe...
The video is pertinent to our situation Now. While Europe may be in a difficult "political" situation, you just can't compare what the Swiss were/are "afraid of" to being attacked on a daily basis.
